Why This Bill Matters

Intro 937, Council Member Jim Gennaro’s bill, will strengthen safety standards for horse carriages by putting in place common-sense and overdue safety reforms.

Why the Council needs to prioritize safety now
  1. The current rules are outdated. The last major update to horse carriage safety law was in 2010 – sixteen years of summers, traffic patterns, and tourist volume have passed without the standards catching up.
  2. Drivers, passengers, and tourists share the same risk. A horse without a secure place to be hitched, or a driver without updated training, is a hazard for everyone nearby – not just the workforce.
  3. Heat protocols haven’t kept pace with hotter summers. Stronger hot-weather service rules close a real gap in protecting horses during the most dangerous stretches of the year.
  4. Inaction has a cost. Every hearing the Council delays is another season operating under rules everyone agrees are insufficient. Reform now is safer than a future incident forcing the Council’s hand.
  5. Reform is the credible middle path. Intro 937 lets the Council improve safety immediately. Opposing bills would cost drivers their livelihoods while doing nothing for safety in the meantime.

  1. Hitching posts throughout Central Park – so horses can be safely secured, including at the spots where tourists stop for photos.
  2. Increased training requirements for drivers – raising the professional standard across the industry.
  3. Stronger hot-weather and summer service protocols – building on the safety law Council Member Gennaro passed back in 2010 to protect the well-being of horses.

These safety reforms are long overdue – and they are absolutely necessary to protect the health and safety of carriage drivers, passengers, and tourists. The City Council must not wait any longer. Public safety is on the line.
